Setting up of
an International Training Center
For Visits to Places of Deprivation of Liberty

Support

Council of Europe

The NPMs of Council of Europe Member States amount to half of those established in the world today.

When requested in June 2020 to support the project of setting up an international training centre for visits to places of deprivation of liberty, the Council of Europe commissioned an evaluation of the project by Sir Malcolm Evans (then Chair of the United Nations Subcommittee on Prevention of Torture - SPT), and Ms Lora Vidovič (then Head of the Ombudsman institution and the NPM of Croatia)

Considering the evaluation report (dated 30 November 2020), the Directorate General of Human Rights and Rule of Law of the Council of Europe decided in the spring of 2021 to support the project by financing the first phase of the consultation.
